Nigeria's remarkable new Art Museum of West Africa (Mowaa) has ended up in the middle of area political conflicts during the period it was expected to – but did not manage – to open its doors to the visitors for the first time.

The Major Initiative

The large-scale facility sits in the center of Benin City, main city of the southern region of Edo – and features an archaeological dig and facilities created by renowned Ghanaian-British architect Sir David Adjaye, best known for the Washington African American Museum that opened in the US capital in 2016.

It has been 60 months in the creation – and is designed to celebrate both the past and the current era of artistic expression in the area known for the Benin Bronzes, historical pieces looted from the king's palace by British troops in the 19th Century.

Preparation and Promise

It is remarkable – and before the scheduled opening, Mowaa was buzzing with staff determined to prove it is a institution that can rival renowned cultural centers in the Western world.

Internally conservators precisely revealed artworks from safety materials, checking each item and taking thorough notes before placing them on exhibition areas and bases.

Technicians calibrated environmental controls. In the research lab, officers set up equipment intended to conserve centuries-old artefacts.

Funding and Economic Goals

The project has been the concept of businessman Phillip Ihenacho – presently Mowaa's managing director.

"I want us to have a substantial economic benefit on communities around here," he told journalists, mentioning that he aspired to make this urban center "a cultural destination."

Mowaa, a charitable national foundation, sees itself generating in excess of 30,000 employment opportunities and providing above $80m each year to the area arts sector through partnerships and activities.

Investment and Administrative Problems

It has taken $25m to get here – capital collected from multiple contributors, such as the French and German governments, the British Museum and the local administration.

But now the regional administration has withdrawn support from below it – revoking the utilization of the site on which the facility was constructed.

An Edo state spokesperson stated this was because in the original paperwork it had called itself the Edo-named institution – and it had later dropped "the state identifier" from its designation.

This statement came after protests on recently, when protesters stormed the campus demanding it be designated the Royal Benin Museum.

A rowdy group harassed international visitors at the museum before the launch – forcing them to be quickly removed under security protection.

President Bola Tinubu has additionally stepped in to try and resolve the conflict, setting up a special task force to address the controversy.

Governance Issues

But how has this become so divisive – and such a reputation problem?

The majority of it results from internecine rivalries at a regional government level, as it was the ex-administrator Godwin Obaseki – whose administration finished recently – who was a primary advocate of the initiative.

And it seems the government of the recently elected official, a key associate of the area king, referred to as the royal figure, may desire greater involvement in the project. The protesters on that day, for instance, were demanding that the institution be positioned under the authority of the royal leader.

The Benin Bronzes Controversy

This brings into focus the contentious issue of the Benin Bronzes, one of Africa's most renowned artistic heritage.

Because although the institution does ultimately welcome visitors, these objects will be noticeably missing.

They are brass, elephant tusk and timber artworks that once adorned the king's residence of the ancient kingdom before UK forces looted them in the colonial era during a colonial invasion.

Today, thousands remain spread across museums in Western nations -- including the UK institution, Berlin's Humboldt Forum and the American museum.

Return Initiatives

Their homecoming has become one of the most contested conversations in the international art community. About 150 have now been returned – and more are scheduled to be repatriated.

When plans for the institution in Benin City were first announced in 2019, the movers and shakers on Nigeria's art scene anticipated it would become their ideal location – a state-of-the-art complex to show them off to the global audience.

But the waters were muddied two years ago after the central administration announced that the traditional ruler would be the rightful owner of returned objects – and the palace pushed for a facility under the royal family's direct control, contrary to the wishes of Obaseki.
